Hello, my previous post had a answer that got taken down for some reason. So I am re-posting this,
I am having a persistent issue deploying Claude Fable 5 in Microsoft Foundry / Azure AI Foundry and I need help from a Microsoft moderator or support engineer.
My Anthropic endpoint is:

The issue is that whenever I create a Claude Fable 5 deployment, the deployment does not complete successfully and eventually shows:
Provisioning State: Failed
I have already tried deleting and recreating the deployment, but the same failure continues to happen.
The Foundry resource itself is accessible, so this does not appear to be an API endpoint issue. The failure happens during the model deployment/provisioning stage before I am able to use the model.
I previously asked about this issue and was advised to check the following:
subscription eligibility and billing
Azure Marketplace access
Microsoft.SaaS registration
region/model availability
quota and backend capacity
permissions
Resource Group deployments
Azure Activity Log
While researching the problem further, I found another user who experienced what appears to be a very similar issue.
In that case, Microsoft support discovered that the deployment was being rejected by an internal Azure risk-control system with the following reasons:
AzureRIModelScore_HighRisk
AzureRIPurchaseRuleSummary_HighRisk
AzureRIPurchaseRuleDecision_Reject_TerminateAndContinue
Microsoft support then removed the block for that user, and after they tried the deployment again, it worked successfully.
Because my Claude Fable 5 deployment is showing similar behavior, I am concerned that my Azure subscription or Foundry resource may also have an Azure RI / Marketplace risk restriction that is not visible to me from the normal Foundry interface.
I need help determining the actual backend reason for the failed provisioning state.
Could a Microsoft moderator or Foundry/Azure support engineer please check whether my subscription or resource is affected by:
an Azure RI risk block
Marketplace risk rejection
third-party model purchasing restrictions
a subscription-level restriction
backend Claude Fable 5 provisioning or capacity issues
If there is a risk or Marketplace block on my account, could the appropriate Microsoft team please review it and remove it if my subscription is eligible?

Resource Group
Foundry resource name
Claude Fable 5 deployment name
Azure region
exact UTC failure timestamps
correlation/request IDs
Activity Log information
deployment output/error information
I do not want to post my Subscription ID or other sensitive Azure identifiers publicly, but I am happy to provide them through a private support channel.
At this point the issue is completely blocking me from using Claude Fable 5, so I would greatly appreciate help from a moderator or support engineer who can investigate the backend provisioning status or escalate this to the appropriate Microsoft Foundry / Azure Marketplace team.
