Dear Microsoft Support Team,

I am requesting assistance with creating a new Microsoft Entra tenant for my organization, [Moderator note: Personally Identifiable Information removed], using our institutional/school email account.

We are trying to set up Microsoft 365 Education for our organization, but the tenant creation/management process is failing with Microsoft Entra authentication errors, including:

AADSTS50058: login_required – A silent sign-in request was sent but no user is signed in.

I have also received an error stating that the selected user account does not exist in the "Microsoft Services" tenant.

We have an institutional email account and our organization also owns a domain that we can verify. We would like to create and properly configure a dedicated Microsoft Entra tenant for NIMETOX Laboratory so that we can proceed with the Microsoft 365 Education application.

Could you please check whether a tenant was partially created for our account and, if necessary, help us provision a new tenant correctly?

Based on your description, kindly try these steps:

Start with a clean sign-in session

Sign out of all Microsoft accounts.

Close all browser windows.

Open a new InPrivate or Incognito window and sign in the Azure portal using your organization account.

Allow third-party cookies and pop-ups temporarily for:

login.microsoftonline.com
microsoft.com
office.com
microsoftonline.com

Do not select a previously cached personal Microsoft account.

Enter the institutional email address manually.

If the institutional address exists both as a personal Microsoft account and as a work or school account, select Work or school account. Troubleshoot Azure subscription sign-in issues - Microsoft Cost Management | Microsoft Learn

If the issue persists, this needs a technical support engineer to perform a remote session to investigate the situation verify the backend configurations, and run any necessary synchronization tools to resolve the problem. If the issue requires further attention, they can refer it to a specialized team for deeper analysis.

In this case I recommend you creating a new tenant with trial subscription to access and submit a ticket in the Admin Center.

The problem is that I am not an administrator of my organization's existing Microsoft 365 tenant, and therefore I do not have the permissions required to create or manage a new tenant from within that organization.

My objective is slightly different from accessing the existing institutional tenant. I would like to:

Create a new and independent Microsoft 365 tenant for our research laboratory, separate from the tenant currently managed by my university/institution.

Become the administrator of this new laboratory tenant.

Use this tenant to begin the eligibility/application process for Microsoft 365 Education, specifically Microsoft 365 A3 educational licenses for our laboratory.

At present, when I sign in with my institutional account, I do not see an option that allows me to create this independent tenant, presumably because my account belongs to an organization that I do not administer.

I understand the following from your post

You are not the admin of the school tenant, or the owner of the school tenant.

You are trying to establish a separate tenant for a separate project

You are leveraging on Microsoft for education discounts and licenses

From my understanding, Microsoft deals with one single contact point in the school, and typically grant one tenant for each school. It does not usually grant separate education discounted tenants by faculties / projects etc.

It may be better to discuss this with the primary owner of your school's education subscription and work from there. It might also make sense to engage a specialized Microsoft for Education partner to leverage on their expertise to navigate the ever changing Microsoft for Education program on what are the current entitlements Microsoft grants.

Alternatively, if your lab is adequately funded, and you do not need a lot of licenses (eg for a few research assistants), then you might also consider commercial licensing where there are less restrictions towards tenants, domains, qualifying criteria etc.
