Unable to use my personal account to activate Microsoft 365 office apps

I always receive the message, "We couldn't find a work or school account with that email address." when trying to sign in to activate Microsoft 365 with my personal account email. I have done everything recommended by the forums and support articles, and nothing has worked to allow me to use my M365 personal account email. I don't understand why I am paying $99 USD for the full suite of Microsoft 365 Personal when I cannot even use the desktop apps and am restricted to only using the web versions.
