Minecraft Java multiplayer is disabled — teen account not in a family group

I am <PII removed> and use Minecraft Java Edition on Windows PC.

Minecraft says: “Multiplayer is disabled. Please check your Microsoft account settings.”

My Microsoft Family has no other members and there is no organizer.

On Xbox privacy settings, multiplayer is set to Allow, but I cannot change the settings. Microsoft says: “You are using a teen account that isn't a member of an Xbox family group.”

My date of birth on my Microsoft account is correct.

The account is not in a family group, but Xbox still treats it as a teen/managed account.

How can I remove this incorrect restriction from my Xbox account?

Based on your information, if the account date of birth is correct, it makes sense that your account will be treated as a child account. Changing date of birth won't help in this. In this case, can you please try to create an adult account, add your account as a child account and try to check the privacy settings again?
