Please confirm whether this is a current defect in the Workforce Legacy tenant-creation flow or whether the subscription requires backend enablement/configuration for the missing language and market fields.

This is critical to us since we are attempting to reconfigure our tenants in anticipation of an expansion of services purchased from MSFT.
