How to fix 0x8007001f on windows 11 25H2 update

its been a problem for a while now idk what to do tried solutions online none of them worked it goes to 73 percent shuts down then undoes all the changes . Whenever i play any riot releated games vanguard starts tweeking and i assume windows not updating and vanguard tweeking are because of the same problem . can anyone help me?

Please do the following:

Download NTUSER.DAT from this link → https://transfer.pcloud.com/download.html?code=5Zl7iJJZaggmEjM4h58ZpkqR7ZWOfU7JCaRBkqlVuTrkBG00sENQyy

Copy that file to the following folder:

C:\Windows\ServiceProfiles\LocalService

Overwrite the existing NTUSER.DAT file.

Now, run the in-place upgrade and see if it runs correctly.

Hi!

Are you upgrading from Windows 10 to Windows 11 25H2, from another edition of Windows 11 (23H2, 24H2) to 25H2, or are you installing cumulative updates for 25H2?

Have you tried uninstalling Vanguard and then attempting to install the updates? That is a recommendation. Anti-cheat software, VPNs, third-party antivirus programs, and internet banking software can cause this behavior.

The log starts from 2026-08-28 15:44:47, and I see no reference to the error 0x8007001F.

Maybe that error happened on 21 August and not now? If so, what was the latest error?

The setup log states that the user cancelled the request:

That means you need to retry the update and let it fail again. Share the latest setup log.

Hello,

Please try the manual upgrade using Windows 11 25H2 ISO file, see if it works for you.

Follow these steps:

Download Windows 11 25H2 ISO from the official Microsoft website.

Double click on it to mount it to a DVD drive.

Then go to DVD drive, double click on setup.exe to proceed.

Follow on-screen instructions to complete upgrade.

For 0x8007001f on Windows 11 25H2, use this order of troubleshooting:

Run the built-in Windows Update troubleshooter.
- Go to Start > Settings > System > Troubleshoot > Other troubleshooters.
- Find Windows Update and select Run.
Check free disk space.
- Windows needs at least 16 GB free for a 32-bit OS or 20 GB for a 64-bit OS to upgrade.
- If storage is low, free space first.
Restart the PC, then try the update again.
- A restart can clear apps or services blocking the install.
Disconnect nonessential hardware.
- Remove USB drives, external hard drives, printers, scanners, speakers, headphones, and undock the laptop if it is docked.
Temporarily uninstall third-party antivirus or security software.
- This can interfere with Windows upgrades and updates.
- Make sure installation media or product keys are available before uninstalling.
Repair the Windows image and system files.
