Outlook web not receiving emails from a certain site

Outlook web, personal not a corporate user, btw. Plain old outlook.com.

I won’t name any names, but I belong to an online forum that is run by slightly amateurish hobbyists. Nice place, nice people, but not administered by true industry experts

and some people do successfully receive email notifications, others don’t. I fall into the “don’t” category. My emails are nowhere to be seen, they don’t reach my spam folder, and I’ve whitelisted the sender

the forum admins are I suppose doing things to the best of their abilities. The site does not appear on any public blacklists.

I’ve thoroughly made sure it’s not the awful focused inbox. There are no emails from the forum in question, I’ve looked everywhere. (Well, there were This started happening a few months ago it worked before)

could anything be wrong on my side? (Ironically, I asked a question here a few months back and did get notifications, and another one last week and did not, so it’s not just my amateurish forum either. But test emails from other accounts do reach me. Any ideas?
