Whenever I try to enroll for Windows ESU it says I'm underage, Even though I'm not.

This could cause by your account settings or whether or not you are in a family group. Changing your date of birth might not help here, since as I know Microsoft no longer let it instantly affect your account permission to prevent real children abuse this to bypass authentication.

For this, aside from the suggestion the other user give you, you can also create a new adult account and let it enroll in the ESU program, the update is computer wide, so you can stay updated even in your original profile.

Log in into https://account.microsoft.com/ with the Microsoft account your computer is linked to.

Go to Your info, make sure your date of birth is correct with your age. if it isn't, change it.

If your account is a part of a Microsoft family group, the family organizer may need to remove the account or update the DOB info.
