As of yesterday, the revision pane pops up every time I comment on a word document. I have disabled modern comments. I have "simple markup" enabled. Comment balloons are set to "show all revisions inline." I even tried accepting all changes and turning off tracking. Reviewing pane is set to "off" in track changes options. Please let me know how to permanently remove this pane and type into individual text-linked comment balloons again, versus popping up a continuous scroll of every single edit and comment to a 700+ page document! This feature is redundant, distracting, and obscures my text.

On the Review tab, click Show Markup > Balloons, and choose Show Only Comments and Formatting in Balloons.
It should prevent any other panes from popping up when you type the text for a classic comment.

Complete fail. That does nothing. None of the other suggestions work, either.
Also, when the Revisions pane opens, the "next" and "previous" change buttons do not work correctly. They stop just short of the change, so I have to move my cursor forward before I hit "accept" or "reject." I have keystrokes for these, as I use them frequently, and they no longer work with the ridiculous and redundant Revisions pane. Who thought forcing that pane open for users was a good idea?
Are you saying that clicking Next or Previous sometimes appears to move to a location with no tracked change? When this happens, does the Reviewing Pane also open? In that case, Next (or Previous) may have found a tracked change which is hidden in the user interface—depending on the settings in the Advanced Track Changes Options dialog box.
A screen shot of your track changes options and/or a sample document may help with a diagnosis.
I would suggest that you start a separate thread and include the specifics that apply to your system (version of Word, operating system). Use the Ask a question option.
