revision pane cannot be disabled anymore?

As of yesterday, the revision pane pops up every time I comment on a word document. I have disabled modern comments. I have "simple markup" enabled. Comment balloons are set to "show all revisions inline." I even tried accepting all changes and turning off tracking. Reviewing pane is set to "off" in track changes options. Please let me know how to permanently remove this pane and type into individual text-linked comment balloons again, versus popping up a continuous scroll of every single edit and comment to a 700+ page document! This feature is redundant, distracting, and obscures my text.

On the Review tab, click Show Markup > Balloons, and choose Show Only Comments and Formatting in Balloons.

It should prevent any other panes from popping up when you type the text for a classic comment.
