New PAYG subscription shows zero quota for Claude Opus 5 v2
Hi everyone 👋
I have a newly activated Pay-As-You-Go Azure subscription. It is Enabled, the backend offer is Pay-As-You-Go, spending limit is Off, and the billing account is active.
In Microsoft Foundry Quotas, Claude Opus 5 version 2, Hosted on Azure, shows 0 TPM for both Global Standard and US Data Zone Standard. Microsoft documentation lists a PAYG baseline of 40 RPM, 40,000 ITPM and 8,000 OTPM.
I submitted a quota request for 400 units today and explicitly said that the documented 40-unit baseline, or any partial allocation, would be welcome. I understand that 400 units depends on capacity. My narrower question is why the normal PAYG baseline is completely missing.
The form says priority is given to customers who consume their existing quota, but it is impossible to generate Claude traffic when the existing quota is zero. That is a very tidy little Catch-22 🙂
I also tried to open a Cognitive Services quota support case. The portal exposes the quota support workflow, but the Support API returns InvalidSupportPlan on the Basic plan, so I cannot get the issue routed directly to the quota team.
Could a Microsoft staff member please clarify:
- Is there a normal provisioning delay for the Opus 5 PAYG baseline on a new subscription?
- Can a PAYG subscription legitimately remain at 0 instead of the documented baseline?
- Which team can inspect the backend entitlement, quota tier, policy, Marketplace onboarding and capacity flags?
- Can this be manually reviewed for the baseline 40 units or any available partial allocation?
