Microsoft for Startups onboarding blocked — account cannot access Startup credits or Program Support

I am applying for Microsoft for Startups on behalf of Global Integrated Care Inc., a newly incorporated Canadian software company.

I followed the current Microsoft for Startups application process, created the requested personal Microsoft account, proceeded without an Investor Network referral code, and completed LinkedIn identity verification.

During activation of the Microsoft for Startups Azure benefit, I received:

“You're not eligible for an Azure free account.”

After returning to the Microsoft for Startups “Build your startup” page, it now states:

“This account can't be used for Microsoft for Startups credits. Sign in with an eligible Microsoft account to access the offer.”

I already administer Azure resources through a separate organizational Microsoft identity. I do not want to create additional identities, claim duplicate Azure benefits, or attempt to circumvent Microsoft's eligibility requirements.

Microsoft's current Microsoft for Startups Program Support documentation instructs applicants to use:

Startup Homepage → Overview → Your Microsoft Team → Get program support

However, my Azure Portal does not provide a Startup Homepage or “Your Microsoft Team,” apparently because the Startup onboarding/credit activation process did not complete. I therefore cannot access the Program Support channel Microsoft directs Startup applicants to use.

Could Microsoft please advise the correct route for completing Microsoft for Startups onboarding and business verification for Global Integrated Care Inc. when the applicant already administers Azure through a separate organizational identity?

My objective is to complete the startup/business verification process correctly, not to obtain duplicate individual Azure free-account benefits.
