Quota has not been reset in AI Foundry

So gpt-5.6-terra is not being allowed to deploy and I'm unsure where the quota is being used since it doesn't show it.
For example my luna model is correctly working:

But terra is just broken User's image

  1. In Azure AI Foundry, review all active and recently deleted deployments for gpt-5.6-terra and confirm no capacity is still assigned to them.
  2. Check the model quota page and verify both the available quota and the quota assigned to existing deployments in the target region.
  3. Try deploying the model in a different supported region if quota is available there.
  4. If the portal shows no deployments consuming quota but the deployment still fails, open a Microsoft Support request and provide:
    • Subscription ID
      • Resource name
        • Deployment region
          • Screenshot of the quota page
            • Full deployment error message
