Azure for Students verification succeeded, but no subscription was created and Azure Portal returns AADSTS16000
Hello,
I am having an issue with my Azure for Students account and I am currently unable to access or interact with the Azure Portal.
I am using a personal Microsoft account (from the live.com identity provider, not a work or school Microsoft account).
I recently attempted to activate Azure for Students and completed the student verification process using my university email address.
The verification process initially failed to load several times, but on the third attempt the verification was successfully completed and Microsoft indicated that my student status had been verified.
However, after the verification succeeded:
No Azure for Students subscription appeared in my account.
I did not receive the expected Azure for Students credit.
I cannot use the Azure Portal normally.
I can initially sign in to portal.azure.com, but when I try to interact with the portal, I am prompted to authenticate again.
When I authenticate again, I receive the following AADSTS16000 error.
Exact error
interaction_required: AADSTS16000: User account '{EUII Hidden}' from identity provider 'live.com' does not exist in tenant 'Microsoft Services' and cannot access the application 'b677c290-cf4b-4a8e-a60e-91ba650a4abe' (AzurePortal Console App) in that tenant. The account needs to be added as an external user in the tenant first. Sign out and sign in again with a different Azure Active Directory user account.

Troubleshooting already performed
I have already tried the following, without resolving the issue:
Clearing browser cache and cookies
Using Incognito/Private browsing
Signing out of Microsoft accounts and signing in again
Trying Google Chrome
Trying Microsoft Edge
Trying a different device
Trying the Azure Portal from a mobile device
Flushing DNS
Repeating the Azure sign-in process multiple times
The issue occurs across different browsers and devices.
I also linked my GitHub account because my GitHub account already has verified student status through the GitHub Student Developer Pack. The GitHub account is now linked to my Microsoft/Azure account, but this did not resolve the Azure subscription or portal issue.
Important point regarding Azure for Students
My student verification was eventually reported as successful, but I never saw an Azure for Students subscription being created or the expected student credit being made available.
I am therefore concerned that the Azure for Students subscription may not have been successfully provisioned or associated with the correct Microsoft account/tenant.
Why I am asking here
I am currently unable to create a normal Azure support request because accessing or interacting with the Azure Portal triggers the AADSTS16000 authentication error above.
This leaves me unable to access the normal Azure support channel for the account experiencing the problem.
Could someone from the Azure / Azure for Students team please check whether:
My Azure for Students subscription was successfully provisioned;
The subscription is associated with the correct Microsoft account;
There is an issue with the tenant/directory association for my account; and
The Microsoft Services tenant/Azure Portal authentication error indicates an incorrect account or tenant association.
If the Azure for Students subscription was not successfully provisioned, could you please advise how I can have it provisioned or have the account/tenant association corrected?

Thank you. Update: This issue has also been independently reproduced by another user on a completely different device, network, and newly created Microsoft/GitHub account. The same AADSTS16000 error involving the Microsoft Services tenant occurs. This suggests the issue may not be specific to my device or account.
