Not able to setup payment or tax profiles in Partner center

I have an individual Partner Center account registered using my personal Microsoft/gmail account. I am trying to set up Marketplace payment and tax information, but no payment or tax profiles are available and I don't have the Owner or Financial Contributor role. Please advise how I can complete the required payout and tax setup for my account
