The message “Screen time information is not shared with you” usually means that the Microsoft account currently signed in does not have the Organizer role for that family member. Being an administrator on the Windows computer is separate from being a Microsoft Family Safety organizer.
Please sign out of the Family Safety page, then sign back in at Microsoft Family Safety using the Microsoft account that originally created or manages the family group. Check whether your account is shown as an Organizer and whether the affected account appears as a member of that family group.
If you are listed only as a member, another organizer must change the Chrome restriction. If no family group appears, but Chrome is still blocked, press Windows + R, enter cmd, select OK, and run the following command:
schtasks /run /tn "Microsoft\Windows\Shell\FamilySafetyRefreshTask"
Restart the computer afterward.
Please let us know whether the Family Safety page identifies your account as an Organizer or a Member, as this will determine the correct next step.
