Bought excel/microsoft 365, i'm receiving error

I bought excel. microsoft 365 through the ipad app store. I'm receiving "unable to associate your purchase"
It was purchased on Aug 14 with my
outlook has found that a microsoft 365 liscence exists for but it failed to apply it when I tried to acivate it.

Since you bought Microsoft 365 through the iPad App Store, I’d like to confirm a few things first.
- On your iPad, under Settings > [your name] > Subscriptions, does Microsoft 365 show as Active?
- When you made the purchase, was ******@hotmail.com the Microsoft account signed into Excel?
- Do you have any other Microsoft accounts that may have been signed into Excel or another Office app at the time?
This will help determine why the purchase cannot be associated with the account.
