The error 715-123420 – “Our system has detected this request as unusual activity for your account” is generally not a model configuration, quota, or RBAC issue. Similar cases have been identified by Microsoft moderators as a platform-level risk/fraud protection block that requires backend review.
Since you're using a Visual Studio Enterprise subscription and Azure isn't allowing you to purchase a technical support plan, repeatedly changing the model, region, SKU, or recreating the Foundry resource is unlikely to clear this restriction.
Microsoft moderators have handled similar cases where users couldn't create a paid support request by escalating the issue from Microsoft Q&A for internal review.
I recommend providing the following information to a Microsoft moderator privately if requested:
- Subscription ID
- Foundry/Azure OpenAI resource ID
- Tenant ID
- Region
- Model you attempted to deploy
- UTC timestamp of the failed deployment
- Error code 715-123420
- Correlation/Request ID, if available
Do not post subscription details, access keys, tokens, or other sensitive information publicly.
You can also try Azure Portal → Help + support → Create a support request and select a subscription/billing-related issue if available. However, because this particular error requires service-side review, the important part is getting the case routed to the appropriate Microsoft backend team. Microsoft staff have confirmed in similar cases that 715-123420 can require internal engineering assistance to review and unblock the deployment.
So, given that your subscription doesn't permit purchasing the required support plan, I would ask a Microsoft moderator on this thread to initiate or facilitate the backend escalation.
