Using Classic Outlook on Windows for personal email, calendar, and contact management
In Classic Outlook, blocked senders are not stopped from arriving. Messages from addresses or domains in the Blocked Senders List are always treated as junk and moved to the Junk E-mail folder. That is the designed behavior.
To stop seeing those messages in Junk without deleting all junk mail, use a rule for the specific sender or domain instead of relying only on the blocked senders list:
- In Classic Outlook, go to Home > Rules > Manage Rules & Alerts.
- Create a new rule for messages received from the specific sender or domain.
- Set the action to move to Deleted Items or permanently delete it.
- Risk: permanently delete removes the chance to review false positives later.
- Safer option: move those messages to Deleted Items instead.
- Save the rule and test with the next message from that sender or domain.
Also make sure the domain is added correctly in the blocked list:
- Go to Home > Delete group > Junk > Junk E-mail Options.
- Open the Blocked Senders tab.
- Add the full email address or the domain, such as

If more junk is being caught than expected, the Junk Email Filter level can also be reviewed:
- Go to Home > Block > Junk E-mail Options.
- On the Options tab, check the protection level.
- Avoid Permanently delete suspected junk email instead of moving it to the Junk E-mail folder if legitimate mail sometimes lands there.
