For a Microsoft 365 for home subscription, Office on the second device must be signed in with the same Microsoft account that owns the subscription. If the apps on the Surface 4 show that Office needs to be purchased, the device is typically signed in with the wrong account or the license is not being picked up correctly.
Try this on the Surface 4:
- Open Word, Excel, or PowerPoint.
- Go to File > Account.
- If another account is shown, select Sign out.
- Sign back in with the same Microsoft account used on the Surface 7 that has the active Microsoft 365 subscription.
- If the app shows Not licensed, use Change license and sign in again with that same subscription account.
If the issue continues and a live support person is needed:
- Use the Get Help app or browser to contact support.
- In the support flow, type Contact support or agent support.
- Select Microsoft 365 and Office.
- Select Technical Support or Activate my product.
- Choose Chat with a support agent in your web browser or request a call back.
Microsoft states that Microsoft 365 subscription customers for home can get chat or call back support from technical support experts.
