The email icons are embedded Outlook message files, usually in .msg format. There normally is no OneNote setting that controls them, so this is more likely an Outlook file-association issue or a limitation of OneNote for the web.
Here are some suggestions you can try:
If you are using OneNote in a browser, open the notebook in the OneNote desktop app. Embedded files cannot always open directly in OneNote for the web and may need to be downloaded first.
Right-click the email icon and select Save As, save it to the Desktop, then try opening it there. If Windows asks which app to use, choose Outlook (classic) and enable Always use this app.
Update both OneNote and Outlook from File > Account > Update Options > Update Now, then restart the computer.
If the saved email still does not open, repair Office through Windows Settings > Apps > Installed apps > Microsoft 365 > Modify > Quick Repair.
For future emails, it is recommended that you use Outlook’s Send to OneNote command instead of dragging the message icon onto the page.
