I truly understand your concern, as I also had the same misunderstanding before.
On Microsoft’s Planner pricing page Microsoft 365 Planner: Compare Plans and Pricing, it does say “Microsoft Planner: Included in Microsoft 365” but if you select the " See Microsoft 365 plans" option, the page navigates you to Microsoft 365 business-style plans - which means you need a business Microsoft 365 plan for Planner, not Microsoft 365 Personal or Family/Home.
It's expected since Microsoft Planner is tied to work/school Microsoft 365 services like Microsoft 365 Groups, SharePoint, and Teams for organizations. For Microsoft 365 Personal or Family/Home, Planner generally is not available as a full app in Teams because consumer Microsoft accounts don’t have the same organizational tenant, Microsoft 365 Groups, and business Teams infrastructure that Planner relies on.
Therefore, if you re-subscribed to Microsoft 365 Personal or Microsoft 365 Family, that only updates Word, Excel, PowerPoint, Outlook, OneDrive, etc., but it does not unlock Planner inside Teams. For consumer accounts, there are available alternative options like Microsoft To Do for personal task lists, Outlook Calendar for scheduled reminders, or OneNote for project notes and checklists. You can also use a third-party task app that suits your preferences.
