For one of my college classes I was told to download a sql server 2019 and the ssms 19.3 after I finished that classes I asked my teacher how to uninstall everything but he didn't respond back so I decided to try and delete the stuff myself I didn't realize at the time that the stuff couldn't be deleted file by file and program by program and I think I corrupted my instances at the moment I've deleted everything I can delete so it be easier to reinstall everything and attempt to delete it again. The only things left are my sql server 2019 configuration manager and mysql server installation center application the program file regular and 86 microsoft sql server folder with the instances a instapi150.dll that I accidently moved to a different folder and refuses to leave and the pictures that I will give you. when I go in to the control panel and try to delete the instances i get messages like this setup.exe Overall summary:

    You may try following:

Repair system files: In an elevated Command Prompt, run sfc /scannow then DISM /Online /Cleanup-Image /RestoreHealth. Reboot and retry the uninstall.

Flip the flag (targeted fix for error 25012): In regedit, for each instance go to HKLM\SOFTWARE\Microsoft\Microsoft SQL Server\MSSQL15.<INSTANCE>\ClusterState\SQL_Engine_Core_Inst and change the value from 1 to 0. Your instances: MSSQLSERVER, MSSQLSERVER1, MSSQLSERVER2, MSSQLSERVER3, MSSQLSERVER01. Retry the uninstall.

Last resort - manual scrub: Stop all SQL services, delete the Microsoft SQL Server folders under Program Files, Program Files (x86), and ProgramData, plus the stray instapi150.dll. Then delete the HKLM\SOFTWARE\Microsoft\Microsoft SQL Server registry branch and reboot.

If you have messed with things yourself, I'm not sure that uninstall is going to work, but you could have a look at this article: https://www.sql-easy.com/learn/how-to-uninstall-sql-server/

If that does not work out, I would try to live with it.
