Using New Outlook on Windows for professional communication and productivity

Based on the testing described, I can reproduce the same behavior in both New Outlook and Outlook on the web. However, I need to clarify that I cannot confirm whether this is expected product behavior or a product issue at this time, as that would require confirmation from the Microsoft Engineering team. My testing can only validate the observed behavior and cannot determine the underlying design intent.

I also tested attaching an email to a meeting that was created from a Calendar window opened via "Open in new window", and the same failure was observed.
During testing, one observation was that drag-and-drop works when an email is dropped directly onto the "Calendar" button, as Outlook immediately creates a meeting or event from that email. In the "Open in new window" scenario, the meeting is already opened in a separate Calendar window before the email is dragged. Because the sequence of actions differs, the behavior may be influenced by how Outlook handles interactions between the original mailbox window and the separately opened Calendar window. This is only a technical observation based on testing and should not be considered confirmation of the root cause.
For a definitive answer on whether this is an intended aspect of the current implementation, Microsoft Production Team would be best positioned to verify the product architecture and the supported drag-and-drop scenarios.
