Unable to deploy successfully claude opus4.8 in the foundry even though i have quota

The playground message is a consequence of the failed deployment, not the original error. Since the deployment status is "Failed", it can't serve requests. Available quota confirms only that capacity is allocated; it doesn't confirm Marketplace eligibility, subscription eligibility, permissions, billing, or model/region compatibility.

Verify the following requirements:

1. Claude requires an Azure Marketplace subscription and permission to accept the Anthropic offer.
2. The account accepting the offer needs the required Marketplace and Microsoft.SaaS permissions. Subscription Owner or Contributor includes these permissions.
3. Claude doesn't currently support:
   1. Cloud Solution Provider subscriptions
   2. Student or free-trial subscriptions
   3. Startup credit-only subscriptions
   4. Sponsored subscriptions using only Azure credits
   5. Enterprise Accounts based in South Korea
4. Claude Opus 4.8 version 2 is hosted on Azure. Its Data Zone Standard deployment is available in the US data zone. Confirm that the project/resource location supports the selected model version and deployment type. Otherwise, use a supported Global Standard deployment.
5. Review the failed operation under: Azure portal > Subscription or Resource group > Activity log Open the failed deployment event and collect:
   1. Error code and complete status message
   2. Correlation ID
   3. Operation ID
   4. Deployment timestamp
   5. Model version, deployment type, and region

If the Activity Log reports a Marketplace purchase, billing, offer eligibility, or SaaS subscription error, the Azure subscription administrator must resolve the Marketplace restriction before recreating the deployment.

If it reports ResourceOperationFailure or InternalServerError without actionable deployment details, the failure occurred during backend provisioning. In that case, retrying with different RPM values is unlikely to resolve it. Delete the failed deployment and open a Microsoft support request containing the correlation ID and timestamp so that the Foundry/Marketplace provisioning logs can be investigated.
