If Users can create SharePoint sites is already enabled, the missing Create site/New site button is usually explained by one of these supported behaviors:
- That setting only controls SharePoint site creation directly from SharePoint, OneDrive, PnP PowerShell, and the REST API. It does not control Microsoft 365 group or Teams creation, and it does not guarantee the button will appear in every UI surface.
- The SharePoint app bar Create option is only available on modern sites and the start page. Classic SharePoint sites are not compatible with the SharePoint app bar.
- In SharePoint Server 2019, farm administrators can hide the Create Site link from the SharePoint home page.
- Permissions can also affect whether creation commands are available. If commands are unavailable because of permissions, the documented guidance is to check with the site administrator or IT department.
For SharePoint in Microsoft 365, verify these admin settings:
- Open SharePoint admin center → Settings → Site creation.
- Confirm Users can create SharePoint sites is selected.
- Also confirm Show the options to create a site in SharePoint and create a shared library from OneDrive is selected. If this is not enabled, users can be allowed to create sites without seeing the creation options in those entry points.
- Select Save.
If the button is still missing after that, check whether the affected users are on a modern SharePoint start page/site rather than a classic experience. If the page is classic, the SharePoint app bar and its Create entry will not appear there.
If this is SharePoint Server 2019 rather than SharePoint in Microsoft 365, also check whether the farm administrator has hidden the Create Site link from the SharePoint home page.
