I'm following up on the previous response. If you haven't already, could you please share a screenshot of the notification or window that appears at startup? This will help determine whether the legacy Windows Speech Recognition component is still being launched or if another process is triggering the message.
In the meantime, please try the following:
Open Task Scheduler and check under Task Scheduler Library > Microsoft > Windows for any speech-related tasks that may be configured to run at sign-in.
Please let me know the results and share the requested screenshot if possible. I'll be happy to help further based on what you find.
