I'm following up on the previous response. If you haven't already, could you please share a screenshot of the notification or window that appears at startup? This will help determine whether the legacy Windows Speech Recognition component is still being launched or if another process is triggering the message.
In the meantime, please try the following:
- Open Task Manager (Ctrl + Shift + Esc) and select the Startup apps tab. Check whether any speech-related entries are enabled. If found, disable them and restart your PC.
- Go to Settings > Accessibility > Speech and review your Voice Access settings. If Voice Access is configured to start automatically, try temporarily disabling it, restart your PC and then re-enable it to see whether the behavior changes.
Open Task Scheduler and check under Task Scheduler Library > Microsoft > Windows for any speech-related tasks that may be configured to run at sign-in.
- Test with a new local administrator account:
- Open Settings > Accounts > Other users and select Add account.
- Choose I don't have this person's sign-in information > Add a user without a Microsoft account.
- Create the account, then select it and change the account type to Administrator.
- Sign in to the new account and check whether the same message appears at startup.
