[BLOCKER] Hardware Developer Program - Verification survey not received & Support UI greyed out

"I am an Account Admin trying to register for the Windows Hardware Developer Program. Since I have not received the verification survey email, my registration is incomplete. Because of this incomplete state, the Partner Center Help+Support page has a UI bug where the 'Workspace' dropdown is completely greyed out and unselectable, preventing me from opening a ticket. Please send me a Private Message so I can share my Tenant ID and email to manually trigger/resend the verification survey."
