an Azure subscription is not tied to a region, and there is no subscription-level "default region" that you need to change from West US to East US. If your goal is simply to use East US, you do not need to modify the subscription at all. When you create a resource, select East US as its region. The subscription can contain resources in East US, West US, and other Azure regions simultaneously, subject to the availability and regional limitations of the particular Azure service.
