Microsoft Entra External ID tenant stuck in Provisioning with zero tenantId after 404

Hello,

I am unable to create a Microsoft Entra External ID (CIAM) tenant.

The operation started on 12 August 2026 at 14:14 UTC and remains in “Provisioning” far beyond the documented creation time.

Domain: pawwingsorg.onmicrosoft.com Resource group: rg-pawwings-app-prod provisioningState: Provisioning tenantId: 00000000-0000-0000-0000-000000000000

The actual tenant does not appear in my accessible tenant/directory list.

The initial creation operation failed with HTTP 404 NotFound.

Subsequent create/update attempts fail with HTTP 400:

“The resource cannot be updated in its current provisioning state: 'Provisioning'.”

The ARM CIAM record exists, but the real tenant was never created. This appears to be an orphaned server-side provisioning operation that cannot be repaired through the portal.

I only have the Basic support plan. Could a Microsoft moderator please enable a one-time free technical support request or escalate this issue to the Microsoft Entra External ID provisioning team for backend investigation and cleanup?
