No current public incident confirms a PowerPoint or S3 regression, and the viewer has limited public documentation regarding size, timeout, and signed-URL restrictions.
Here are some suggestions you can try:
Open the presigned URL in a private browser window and confirm it downloads without authentication, cookies, redirects, IP restrictions, or custom headers.
Check S3 access logs to confirm Microsoft’s servers actually send a GET request. Ensure the response includes the correct Content-Type, a valid Content-Length, and no Content-Disposition behavior that blocks inline access.
Test the same file using a short, stable public HTTPS URL without query parameters. Signed S3 URLs have previously shown inconsistent behavior with this viewer.
Re-save the presentation as .pptx and test a simple presentation to rule out file corruption or unsupported content. .pptx is a supported PowerPoint for the web format.
If the failure continues, have the Microsoft 365 administrator use Health > Service health > Report an issue. Include the UTC timestamp, hid, X-OfficeCluster, X-OfficeVersion, any X-CorrelationId, HAR file, and a fresh sample URL.
