Based on your description, this appears to be related to the SharePoint list not loading in the Power Automate dropdown rather than a permissions issue. In some cases, the dropdown may time out while retrieving available sites or lists, causing certain items not to appear.
As a workaround, you can select Enter custom value and manually provide the SharePoint site URL or list name instead.
