There is currently no native method, setting or known registry hack that can successfully change the size of the scrollbars in Windows 11, the old registry edits that worked in previous versions of Windows do not work in Windows 11.
Can I make scrollbar wider/bigger?

Is there any way to widen or otherwise make bigger the scrollbars (horizontal or vertical) in File Explorer? Or, maybe, just in general?
Is there something in SETTINGS > ACCESSIBILITY?
