my postgres database takes 53 minutes starting up then fails to start

After several attempts my postgres database server will not start.

  • Error codeResourceOperationFailure
  • MessageThe resource operation completed with terminal provisioning state 'Failed'.

what does that mean exactly and how can I get a ticket opened for this problem

it has happened several times over the past week
