This error usually occurs if:
- Your Microsoft 365 subscription (Exchange Online, M365 E3, etc.) was temporarily suspended due to non-payment or past-due status or you have paid the bill, but the payment has not yet propagated across Microsoft’s backend systems (can take up to 24 hours).
- The tenant status is still showing as “Disabled” or “Suspended” in the Microsoft 365 admin center. Sometimes, if you recently moved from a trial to a paid plan, the Exchange service provisioning can get stuck.
Resolution
- Check account status and payments: Sign in to the Microsoft 365 admin center: https://admin.cloud.microsoft/?#/homepage Review the Bills section to check if there are any unpaid bills. If there is, paying bills is usually unlocked. Note: If you’re an end-user, please coordinate with your Office 365 Global Administrator to handle these steps.
- Contact the Tenant Administrator: If you're not a tenant admin, contact your IT admin or tenant admin. Administrators can check the reason for the lock and take appropriate action to lift the lock.
- Contact Microsoft Support: If you're an administrator and can't resolve the issue, contact Microsoft Support for help. The Global Admin should create a service request with Microsoft support to get advanced technical assistance and diagnostics. For detailed instructions on how to get support, please refer to Get support - Microsoft 365 admin. If your Office 365 subscriptions are managed through a federated partner or reseller and the Global Admin cannot open a service request, they should contact the reseller’s support provider. The reseller can assist with initiating the request and coordinating with the Office 365 support team.
