MFA/SSPR migration status stuck "In Progress" for weeks

My tenant (ID: b4bacaf6-...) has been stuck with 'Migration Status: In Progress' for weeks. SMS/Voice are disabled, MS Authenticator is enabled. The PolicyMigrationState shows 'migrationInProgress' via Graph API. Since I am on the Free tier, I cannot open a support ticket. How can I get this flag reset?
