Unable to Deploy VPN Gateway in North Europe

Hello!

I would like to confirm whether there is currently a backend limit or capacity constraint preventing the deployment of a VPN Gateway in the North Europe region.

A customer reached out to me regarding this issue, and when I attempted to reproduce it in my test environment, I encountered the same behavior. I first attempted the deployment last week and tried again today, but the deployment continues to fail with the following error message:

The gateway deployment operation failed due to an intermittent error. Please try again. (Code: VmssGatewayDeploymentFailed)

I also found a post on Reddit mentioning that Microsoft Support had previously confirmed that a hard limit had been reached, preventing the underlying VMSS from being deployed across the region.

Can someone please confirm whether there is currently a regional limitation or backend capacity issue affecting VPN Gateway deployments in North Europe?

Any additional information regarding this behavior would be greatly appreciated.

The error you're seeing (VmssGatewayDeploymentFailed) can be caused by a transient backend provisioning or regional capacity issue.

There is a similar Microsoft Q&A case where the same “VPN gateway deployment operation failed due to an intermittent error” occurred in West Europe. For your North Europe scenario, I would suggest:

Try deploying the same VpnGw2AZ configuration in another region.

  • Check the Activity Log for the underlying VMSS deployment error.

I would not consider this a confirmed regional capacity limit yet, but the repeated failure and the similar historical case make a backend/regional issue worth investigating.
