Old Azure/Entra tenant is inaccessible but still generating unexpected Azure billing charges

I need help recovering access to an old personal Microsoft Entra / Azure tenant that is still generating billing charges.
The tenant still exists:
- Display name: Default Directory
- Default domain: <my old personal Gmail Microsoft account>
Historically, my personal Microsoft account <my old personal Gmail Microsoft account was the Global Administrator of this tenant. I still have Microsoft emails from 2024 and 2025 explicitly confirming that this account was a Global Administrator for the tenant.
However, Microsoft Sign-In now says that <my old gmail account> does not exist as a Microsoft account, so I can no longer access the tenant.
If I try to access the tenant using my current work Microsoft account, I receive:
AADSTS50020
User account does not exist in tenant “Default Directory” and cannot access the Azure Portal application in that tenant.
At the same time, I am still receiving unexpected Microsoft Azure invoices associated with this tenant. The invoice links themselves contain:

expectedLoginId=******@gmail.com - the same tenant ID as this old Default Directory
The charges appear to be related to an old Azure DevOps organization and paid Basic + Test Plans licenses that were unintentionally left assigned.
The Azure DevOps billing subscription is now shown as no longer valid, but I still cannot access the underlying Azure billing account or tenant to properly review or close it.
So I currently have a circular problem:
- Microsoft is sending Azure invoices for this tenant.
- The original Global Administrator account is no longer recognized by Microsoft Sign-In.
- My current Microsoft account is not a member of the tenant.
- I cannot add myself to the tenant because I no longer have administrative access.
My questions are:
- What is the official process to recover access to an Entra tenant when the original Global Administrator Microsoft account is no longer recognized?
- Can Microsoft restore access or verify ownership using historical Global Administrator emails and billing records?
- Is there a way to identify the remaining Global Administrator UPN/account for this tenant?
- How can I stop all further Azure billing associated with this inaccessible tenant?
- Which Microsoft support team handles tenant recovery together with billing disputes when the Azure Portal itself cannot be accessed?
I can provide the full Tenant ID, invoice numbers, historical Microsoft emails proving Global Administrator ownership, and AADSTS50020 screenshots privately to Microsoft Support.
