Where can I find the official list of services covered by Azure Prepayment under an Enterprise Subscription Agreement (ESA)?

Hello,

We are using Microsoft Azure under an Enterprise Subscription Agreement (ESA).

I would like to know whether Microsoft publishes an official list of services that are covered by Azure Prepayment (formerly Monetary Commitment).

I have reviewed Microsoft Learn documentation regarding Azure Prepayment and billing. However, I could not find a comprehensive list showing:

Services covered by Azure Prepayment
Services excluded from Azure Prepayment
AI-related services such as Azure OpenAI, Grounding with Bing, Azure AI Search, and Azure AI Content Safety

Is there an official Microsoft document, API, billing reference, or support article that provides a complete and up-to-date list of Azure Prepayment eligible and non-eligible services?

If no such list exists, what is the recommended method for determining whether a specific Azure service is covered by Azure Prepayment before using it?

Microsoft does not publish a single comprehensive Microsoft Learn page that lists all Azure services as either covered or excluded from Azure Prepayment for EA/ESA customers.

What is documented:

Azure Prepayment is the upfront credit for Azure services under an Enterprise Agreement.
Most Azure Marketplace purchases and consumption are billed outside Azure Prepayment.
Some third-party reseller services in Azure Marketplace do consume Azure Prepayment.
For Azure Marketplace, Microsoft points to a separate official update page for the complete list of participating Marketplace offers.
For supported Marketplace offers, Azure Marketplace shows a disclaimer at purchase time.

For the AI services listed:

No official complete eligibility list for Azure OpenAI, Grounding with Bing, Azure AI Search, and Azure AI Content Safety is provided in the available documentation.
The available documentation does not provide an API or billing reference that classifies every Azure service as Azure Prepayment-eligible or non-eligible.

Recommended way to determine coverage before use:

Check whether the service is a standard Azure service or an Azure Marketplace offer.
In the Azure portal, review the service purchase or pricing experience for billing/disclaimer information. Microsoft states that when a Marketplace service uses Azure Prepayment, Azure Marketplace presents a disclaimer.
For Marketplace offers, compare the offer against the official Microsoft list of third-party services that use Azure Prepayment.
Review charges in the Azure portal under billing scopes and Marketplace charges if verification is needed after purchase.
If the service classification is still unclear, contact the Licensing Solutions Provider (LSP). Microsoft explicitly states that customers should contact their LSP for information on Azure Marketplace charges.
