Based on the current status of the Microsoft Download Center, the SharePoint Designer 2013 installer is no longer available for download from Microsoft. The previous download page now displays a “This download is no longer available” message, and there is currently no replacement download link provided by Microsoft.
In addition, SharePoint Designer 2013 reached the end of its extended support lifecycle on July 14, 2026. Microsoft states that SharePoint Designer 2013 was supported with SharePoint Server 2019 only for the remainder of its client support lifecycle and is not supported beyond that date.
Since the installer is no longer available from the Microsoft Download Center, there does not appear to be another official Microsoft download source for SharePoint Designer 2013 at this time. I would recommend using Microsoft's official documentation and supported development options rather than downloading the installer from unofficial sources.
For your specific requirement of creating an External Content Type (ECT) on SharePoint Server 2019, Microsoft documentation still describes External Content Types and Business Connectivity Services (BCS), including using SharePoint Designer for this purpose. However, given that SharePoint Designer 2013 is now out of support, I recommend reviewing a supported development approach for your environment rather than starting a new implementation that depends on SharePoint Designer 2013.
