For a Surface Pro 7 that fails at the end of reset or Windows reinstallation, the supported recovery path is to use a Surface USB recovery drive.
- If the device can still reach the Choose an option screen, go to Troubleshoot > Reset this PC.
- If reset continues to fail, use a USB recovery drive instead. This reinstalls Windows, deletes personal files, resets settings, and removes installed apps.
- To start from the USB recovery drive:
- Insert the USB recovery drive into the Surface.
- Press and hold Volume down.
- Press and release Power.
- When the Surface logo appears, release Volume down.
- If Windows starts after recovery, install the latest Surface and Windows updates.
- If Windows still does not start or the device returns to recovery/repair screens again, the device needs service.
Important points:
- A reset can either Keep my files or Remove everything.
- A USB recovery reinstall is more destructive: it returns the device to factory condition and removes personal files, settings, and installed apps.
- Before any reset, make sure product keys and installation files are available for desktop apps that need to be reinstalled.
If the device shows boot-related behavior such as Couldn't find a bootable operating system, also check UEFI > Boot configuration and confirm valid boot devices are selected, then force a restart. If that does not help, continue with the USB recovery drive method.
