It sounds like Windows Spotlight is still selected, but the lock screen is no longer refreshing with Spotlight images and tips. This can sometimes happen if the Spotlight content cache becomes out of sync.

- Restart your PC.

- Restart once more and switch the lock screen background back to Windows Spotlight.
