I cannot open Settings no matter what i do, and hopefully i dont need to do a full factory reset

So idk when it started but i think i opened some shady stuff and now my settings wont open, i just realized it yesterday, ive tried alot of things but it still wont help

i tried to run the dism and sfc scan, didnt work,
i tried running sfc scan in safe mode also and it didnt help,
Next i tried to install windows 11 iso, didnt work still,

i tried opening settings from other way like the ms-settings:, the settings in start button, it still wont open.
it did open for a second but blank and then gone if i spam clicked the settings app in the search bar.

What should i do help please

Please share your Farbar scan logs for analysis.

Download Farbar Recovery Scan Tool 64-bit FRST64.exe
If the OS language is not English, rename FRST64.exe to FRST64English.exe.
Run the program. Don't check or uncheck any options. Click "Scan".
Add the two logs, FRST.txt and Addition.txt, to a zip archive.
Share the zip file on OneDrive or GoFile.io, and post the link here.

Note: If Microsoft Edge or Chrome mislabels the Farbar Scanner executable as PUA/malware, choose to keep it by tapping … in the bottom bar, choosing Keep, and then choosing Keep anyway in the dialog that appears. See this screenshot. It's a safe tool used in most antimalware forums.

The system is clean. But these things need to be fixed.

Reset the HOSTS file.
Remove all entries from Exclusions in Defender.
Reinstall Settings app.

Description: The server windows.immersivecontrolpanel_10.0.8.1000_neutral_neutral_cw5n1h2txyewy!microsoft.windows.immersivecontrolpanel did not register with DCOM within the required timeout.

From PowerShell (admin), run thse commands to reinstall and reset Settings.

Get-AppXPackage windows.immersivecontrolpanel -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}

Can you open Settings now? If it still fails to open, create a new local admin account and see if that helps.

To create a new local admin account, open admin Command Prompt and use the following command-line syntax:

net user USERNAME PASSWORD /add net localgroup administrators USERNAME /add

(Note: Replace the placeholder text USERNAME and PASSWORD with the new user name and password, respectively.)

Login to the newly created account and access Settings.

huh it did open in the new local admin does my files and app still exist on that other local admin?

if no how do i transfer it quickly

Yes. The files should exist in your original profile.

Simply copy them to the new profile.
