For Azure sign-up, this error is usually caused by profile or address validation mismatches in the About you step.
Try these checks in order:
- Verify the Azure profile details exactly match valid account information:
- contact email address
- street address
- telephone number
- first and last name
- Make sure the country/region selected in About you matches the address being entered. The billing address country/region must match the country/region selected during sign-up.
- If the account shows “We cannot proceed with sign-up due to an issue with your account. Please contact billing support”, sign in to the Microsoft account center, open Your info, and verify that billing and shipping details are completed and valid.
- If using a card later in the process, ensure the card registration address matches bank records exactly.
- Try a different browser. If the issue continues, try InPrivate/Incognito browsing.
- If the sign-up flow hangs later during card verification, allow third-party cookies in the browser, refresh the sign-up page, and if needed restart the browser.
- Also confirm that:
- the credit card information is correct
- the same personal information is not already associated with another Microsoft account
- prepaid or virtual cards are not being used, because they aren’t accepted
If the message is specifically “You are not eligible for an Azure subscription”, Microsoft recommends checking that the profile information, credit card information, and account uniqueness are all correct.
