Request for escalation: Hardware Program enrollment closed, all support routes inaccessible
Our Windows Hardware Developer Program enrollment was rejected at Employment Verification and closed with "There are no appeals available, we have closed your application." Identity Verification and Email Verification both passed; Business Verification never ran.
WHAT WE FOUND, AND WHAT WE ARE NOT SURE ABOUT
The support article for Employment verification states that it "confirms the company owns the domain of the email address provided", and that on rejection one should "confirm the primary-contact email address is in the same domain as the Company domain name in the Legal Profile".
At the time of rejection our primary-contact email was at our company domain while the tenant was still on onmicrosoft.com, so nothing connected the two. We have since added and verified our company domain in the Entra tenant.
We are NOT confident this is sufficient:
- Microsoft gave no reason for the rejection, so the causal link is our inference, not something we were told.
- The same article also asks for domain documentation from an authorized registrar showing business name, address, domain and registration dates. We were never prompted for it and have not submitted it. It is unclear whether verifying the domain in Entra substitutes for that document, or whether both are required.
- We cannot confirm the fix landed. Legal info is inaccessible, so we cannot see whether the Legal Profile's Company domain now reflects the verified domain. Entra and the Partner Center Legal Profile may be separate fields.
WHY WE CANNOT ASK THROUGH NORMAL CHANNELS
- The enrollment page lists Hardware under "Active In", so the program is not selectable and we cannot reapply.
- Account settings > Legal info redirects to dashboard Home, so we cannot reach Legal business profile, "Fix Now", or "Resolve".
- In-dashboard Contact Support requires selecting a Workspace, and we have none
- the Hardware workspace was never provisioned.
- The support article's "Click here to create ticket for this Account Verification topic" link is present but not clickable.
- The AI assistant only suggests completing Identity Verification, which already passed, and opening Legal info, which is inaccessible.
This is a closed loop: the account is restricted, and being restricted is what removes every channel for reporting that it is restricted.
QUESTIONS
a. Was the tenant-domain mismatch the likely cause, or is registrar domain documentation required regardless? b. Does verifying a custom domain in the Entra tenant update the Legal Profile's Company domain, or is that a separate field? c. How does a partner trigger re-verification once the enrollment is closed, when every in-product support path requires access the closed account no longer has?

For anyone finding this later: if your primary-contact email is at your company domain but your tenant is still on onmicrosoft.com, Employment Verification has nothing connecting the two. Consider verifying your domain in Entra BEFORE enrolling.
