Based on what you've described, this sounds more like a billing or subscription provisioning issue on the Microsoft 365 tenant side. Since you're unable to both upgrade the existing subscription and purchase a new one, I believe this is something that needs to be investigated by Microsoft Support, as they have the necessary tools and access to identify and resolve the issue efficiently.
I would not recommend cancelling your existing Business Basic subscription first, as doing so could potentially cause service disruption and create unnecessary risk for your users.
You mentioned that you've contacted Microsoft Support several times but the issue has not yet been resolved. May I ask which support channel you've been using (phone, chat, support ticket)?
If you haven't already done so, I believe the best next step is to open a support ticket directly from the Microsoft 365 Admin Center > Help & Support.
Tips: You can switch off the Support Assistant as shown in the screenshot, then type a few short characters into the search box and select Get Help. After that, wait for the Contact Support button to appear and click it. At the final step, be sure to clearly describe your request in the description fields so the support engineers can quickly understand your issue and assist you more effectively.
Once the ticket is created, a Microsoft support engineer can investigate the issue from the backend using tools and permissions that are not available to community members here. This allows them to identify the root cause and provide the most appropriate resolution.
