GPT-5.6 quota entitlement missing after Tier 1 upgrade

The quota tier control-plane API confirms that this subscription is Tier 1.
However, all GPT-5.6 quota entries still have a limit of zero:

- OpenAI.GlobalStandard.gpt-5.6-luna: 0
- OpenAI.GlobalStandard.gpt-5.6-sol: 0
- OpenAI.GlobalStandard.gpt-5.6-terra: 0
- OpenAI.DataZoneStandard.gpt-5.6-luna: 0
- OpenAI.DataZoneStandard.gpt-5.6-sol: 0
- OpenAI.DataZoneStandard.gpt-5.6-terra: 0

According to the published Tier 1 quota reference, each GPT-5.6
GlobalStandard model should have 1,000,000 TPM and each
DataZoneStandard model should have 333,000 TPM.

Please synchronize or repair the GPT-5.6 model-level quota entitlements
for this subscription.

    I understand that your subscription is reported as Tier 1 by the quota tier control-plane API, however the GPT-5.6 model quota allocations are still showing 0 TPM across both Global Standard and Data Zone Standard deployments.

    This does not appear to be the expected behaviour based on the published Tier 1 quota entitlements. In some cases, there can be a delay or synchronization issue between the subscription tier assignment and the model-level quota propagation.

    To investigate further, could you please confirm the following:

    • The Azure region where you are attempting to view or deploy the GPT-5.6 models.
    • A screenshot of the quota page showing the affected GPT-5.6 entries.
    • Whether the Tier 1 upgrade was completed recently and, if so, the approximate time when the upgrade became effective.

    Once we have this information, we can review the quota configuration and engage the appropriate engineering team if a backend entitlement synchronization issue is identified.

    When your subscription upgrades to Tier 1 in Azure OpenAI / AI Foundry, regional quota limits for newly released models (like GPT-5.6) do not automatically populate if the target Azure region is currently at capacity or if model deployment defaults haven't been assigned to the subscription.

    Here is how to resolve it:

    1. Check Regional Availability: Open Azure AI Foundry / Azure Portal and test creating a deployment in a different supported region (e.g. East US 2 or Sweden Central), as model quota allocations are region-specific.
    2. Request Quota Increase via Portal: Go to Azure Portal > Azure OpenAI > Quotas > Select gpt-5.6 > Click Request Increase. Tier 1 subscriptions receive priority auto-approval for quota requests.
    3. Refresh Quota Control-Plane: If it remains at 0 after 24 hours, submit a free Billing & Quota Support Request under Issue Type: Quota to refresh your subscription's Tier 1 model entitlement tables.
