If the account shows as Administrator in Settings but Windows still blocks app installation or writing to **C:**, the issue is usually elevation rather than account ownership.
Try these steps in order:
- Run the installer as administrator
- Locate the app installer file (
.exe). - Right-click it.
- Select Run as administrator.
- If User Account Control appears, select Yes.
- Locate the app installer file (
- Make sure User Account Control is turned on
- Open Control Panel.
- Select Security and Maintenance.
- Expand Security.
- Confirm User Account Control is set to On.
- Confirm the account type again
- Open Settings > Accounts > Other users.
- Select the account.
- Next to Account options, select Change account type.
- Verify it is set to Administrator.
- Check whether Windows is actually prompting for elevation
- When an app needs elevated permission, Windows shows a User Account Control prompt.
- If the current account is an administrator, approving that prompt should allow the action.
- If no approval option appears, Windows may not be using the account with administrator rights for elevation.
- Test whether the current session has administrator rights
- On Windows 7 and Windows Vista, one documented check is:
- Open Start.
- Type
timedate.cpland press Enter. - Select Change date and time.
- If Windows asks only to continue and does not require another account password, the session already has administrator rights.
- On Windows 7 and Windows Vista, one documented check is:
- If the built-in Administrator account is disabled and files or permissions appear tied to it
- Open Computer Management.
- Go to Local Users and Groups > Users.
- If Administrator shows a down arrow, open its Properties.
- Clear Account is disabled.
- Select Apply.
- Sign out and sign in again using the Administrator account.
Important: writing directly to the root of *C:* or installing apps there can require elevated permission. Also limit the number of administrator accounts, because administrators have complete control over the device.
