From the screenshot, the Ruler button is present, but OneNote is not displaying the ruler on the page. The ruler is designed for touch-enabled devices, so this is likely an app or touch-input detection issue rather than a Windows 11 edition limitation. Draw straight lines or measure with the ruler in OneNote confirms that the ruler should appear after selecting it on the Draw tab.
Here are some suggestions you can try:
Close OneNote completely, restart the laptop, and test the Ruler again on a new blank page.
Update OneNote by opening File > Account > Update Options > Update Now.
Check that touch input works elsewhere, such as drawing with a finger in Paint. If it does not, update the touchscreen or HID-compliant touch screen driver through Windows Update > Advanced options > Optional updates.
Repair OneNote from Settings > Apps > Installed apps > Microsoft 365 > Modify > Quick Repair.
If the issue continues, try Online Repair from the same location.
Please also check File > Account > About OneNote and share the exact version, since this may be specific to the installed OneNote build.
