Copilot image generation repeatedly blocks a legitimate landscape design image-editing request

Hello,

I would like to report and understand a recurring issue with Microsoft Copilot image generation/editing.

Service:Microsoft Copilot image generation/editing.

Scenario:

I am preparing a technical/landscape design dossier and I need to edit an existing photograph of a natural trail. The original image shows a narrow dirt path with tall vegetation, trees, natural light, and a dog in the middle of the trail.

The intended edit is legitimate and non-sensitive:

  • Remove the dog from the image.
  • Reconstruct the vegetation and dirt path naturally where the dog currently appears.
  • Add a small group of people discreetly integrated into the same natural environment.
  • Show the people observing the existing vegetation in an educational and environmental-awareness context.
  • Keep the original composition, trees, vegetation, dirt path, lighting, and natural character of the place.
  • Avoid adding any artificial elements, signage, urban furniture, or inappropriate content.

Expected result:

A realistic edited image suitable for a landscape/environmental dossier, showing the natural trail as an educational space for observing vegetation.

Actual result:

For several days, Copilot repeatedly blocked the image generation or editing request. In some cases, the service returned a message indicating that image generation was not available, and in other cases the request appeared to be blocked by the automated safety system.

There is no adult, violent, hateful, harmful, political, or sensitive content in the request. The scene is educational, environmental, family-safe, and related to vegetation observation in a natural trail.

Steps to reproduce:

  1. Upload a photo of a natural trail with vegetation and a dog.
  2. Ask Copilot to remove the dog.
  3. Ask Copilot to preserve the natural trail, trees, vegetation, dirt path, lighting, and overall composition.
  4. Ask Copilot to add a small group of people observing plants in an educational and natural context.
  5. Submit the prompt for image generation/editing.
  6. The generation is blocked or fails repeatedly.

Troubleshooting already attempted:

  • Rephrased the prompt several times in a more neutral way.
  • Removed references to children and family in some versions.
  • Removed unnecessary details.
  • Asked only for a natural trail with people observing vegetation.
  • Tried again on different days.
  • The issue still occurred repeatedly.

Question:

Why would this type of legitimate environmental/educational image-editing request be blocked by Copilot image generation? Is this likely to be a false positive from the Responsible AI filters, a temporary service limitation, or a product issue?

Could Microsoft please advise:

  1. How to avoid these false positives while keeping the request accurate?
  2. Whether there is a recommended wording for landscape/environmental image-editing prompts?
  3. Whether this issue can be reviewed as a bug or false positive?
  4. What support channel should be used if this continues to happen?
